Message : say a MDM-100, Apex Multichecker, or just a voltage meter with probes, getting reading of 3.80 to 3.90 volts, then adjust it upwards to 4.0v ? or is that pretty much close enough to the approx. 4.0v the specs call for ?

...but I beleave the ECU consider anything above +3.8V as WOT. If you adjust it so you get your +4V at WOT you will probably get over +0.5V at idle and that might cause erratic idle...
If you can't get +4V at WOT and keep idle voltage below +0.5V you should replace your TPS...
